 Yue Sun, PE


Yue Sun is the current President of the Southeast Chapter of Texas AWWA. She has been actively involved in the organization for over 10 years, and served as Secretary, Membership Chair, and Program Chair of the chapter. As a senior project manager at CDM Smith, Yue has over 17 years of experience with water and wastewater facility design, treatment process selection, and pump station design. She has lead the design of expansion and/or upgrades of Houston’s SEWPP, EWPP, NEWPP, 69th Street WWTP, SE WWTP, Sims Bayou WWTP, FWSD No. 23 WWTP, and Sugar Land SWTP, and her responsibilities include project planning, design management and coordination, construction services and project delivery.









 David Munn, PE

 Vice President


David Munn serves as Vice President of the SE Chapter of TAWWA.  During his day job at AECOM, David leads a phenomenal team of civil, environmental, and electrical engineers as Director of the Water and Wastewater Treatment Plant Design Group.  David has been designing treatment facilities in the Houston Metropolitan Area for over 11 years.  Prior to arriving in Houston, David received his Bachelor of Science Degree from Troy State University in 2001 and Master of Engineering Degree from Texas A&M University in 2003.  While not at work, you can find David playing chase with his 4-year old daughter and enjoying Mexican food with his wife.



 Jonathan Sandhu


Jonathan Sandhu is currently a senior engineer for Brown and Caldwell’s industrial water division, working to improve water and wastewater infrastructure throughout Texas. Over the course of his career, Jonathan has had the privilege of being involved in a wide variety of projects ranging from one of the largest water treatment plants in the United States, to water reclamation projects, to the very treatment plants in his community.

In addition to serving as the Young Professionals Chair for the Southeast Texas Section of the American Water Works Association, Jonathan is a mentor to a high school FIRST robotics team (go Team 2357!), enjoys volunteering at the Houston Food Bank and with Relay for Life. Jonathan received both his Bachelor of Science and Master of Science in Civil Engineering from the University of Missouri.



​Gary Rabalais, PE


Gary Rabalais has been a member of AWWA since 1988, and is a founding member of the Southeast Chapter of the Texas Section of AWWA. He has held positions as Vice President, President, Trustee, and is currently Treasurer. His 30+ years of work experience in the water industry includes project and design management of over $850 million of construction improvements for 8 new surface water treatment plants, groundwater production plants, wells, pump stations, storage tanks, and pipelines. He has lead the design of innovative technologies for low pressure membranes and GAC adsorption at the Pecan Grove SWTP, Fort Bend WCID No. 2 SWTP, Sugarland SWTP, UV irridation at the City of Houston NEWPP, and the life support systems for the Moody Gardens Aquarium. He is the Water Division Manager for Jones & Carter, Inc.



James Jones, PE


James C. Jones , P. E. is the Division Manager for Jones & Carter Inc.’s Municipal Division in their Houston Metropolitan Public Works Practice.  Mr. Jones graduated from Texas A&M University with a B.S. Civil Engineering. Mr. Jones currently serves as a Deputy Trustee for the Southeast Chapter of the TAWWA and is also a past president of the chapter.






Drew Molly, PE

Drew Molly currently works as a plant manager for the City of Houston’s Northeast Water Purification Plant.  Drew leads a diverse group of professionals including, engineers, scientists, and licensed operators.  He has a Bachelor of Science Degree in Civil Engineering from Texas A&M University and is a registered professional engineer in the State of Texas. Drew has been actively involved with the leadership team of the SE Chapter of TAWWA since 2007 and has served as the Chapter secretary, vice president and president. Outside of his professional career, Drew enjoys spending time with his wife and three children, and has a passion for running and hiking in remote wilderness areas.  


Dhananjay Mishra, PhD, PE

Dr. Dhananjay (Jay) Mishra currently leads a diverse group of engineers, scientists and professionals on industrial water and wastewater treatment projects for WorleyParsons in the USA and Latin America.  In his 9+ year work experience, Dhananjay has been the technical and project manager role for greenfield and brownfield industrial water and wastewater treatment projects in refineries, petrochemical complexes, upstream exploration, offshore platform, and developing integrated water management plans  of over $500 million dollar TIC.  Dhananjay holds a Bachelor of Engineering degree in Civil Engineering from University of Mumbai, India; Masters and Doctorate degrees in Environmental Engineering from the University of Arizona; and, registered professional engineer in state of Texas.  Dhananjay was recipient of Southeast Chapter of TAWWA's Young Engineer of Year 2012.  He is actively involved with Southeast Chapter of Texas AWWA for the past 7 years, and served as AWWA Program Chair for the  past 3 out of 4 years and, has accepted the appointment as the current AWWA Chapter President for 2015
